Just changed ISP and therefore, public IP address.

When I go to Mxtoolbox before the change, it reported that TLS was working fine.

With the new IP address, I get "warning - does not support TLS"

I did not reboot the box as part of the change. What would make TLS support go away?

Your ISP can filter TLS. Or your firewall.

Well I'm glad I rebooted before I made a bigger fool of myself. A reboot cleared it all up although frankly, I don't understand why.
