I have kerio control v8.6.2

How can I only allow users to surf the Internet by allow their static IP

i don't know it on control v8, but it should be pretty the same as on v9.

just create traffic rules like in the screenshot

If you are already forcing users to authenticate or are authenticating them via IP or MAC Address, you can remove the Trusted/Local Interfaces and add users/groups explicitly instead.
