When connecting to the Kerio Control client (Windows 10), the real speed is 70 Mbit\s (out of 100 Mbit\s).
When connecting to Kerio Control to Kerio Control via L2TP, the speed is 1 Mbit\s.
A client NAT rule was created through L2TP, the Internet for clients was allowed on the receiving side and an appropriate rule was created.
Debug is full of messages:
