I'm using mozilla 1.4.3 on Redhat Linux Enterprise WS, but the same problem occurs using Windows XP with service pack 2 and IE 6.

In webmail, I click "Tasks" in the left pane, then I click the "New task" button near the top.

subject: test
reminder: (some time in the near future)
Recurrence->Daily->Recur every workday
(Click Ok to close the recurrence window)
(Click "Save and Close")

When the Reminder shows up and I click "Dismiss" or "Dismiss all" a number 2 appears at the top of the screen and nothing else changes. I can click "Dismiss" and "Dismiss all" till the cows come home, but I can never dismiss the task.

Here's an image of the screen that I see after clicking "Dismiss". Notice the "2" in the upper-left corner.

Wow, that is weird! I just experienced the same thing. I can verify that this happens with any type of recurrence, not just daily.
