We are approaching our maximum user count. I recently cleaned up and removed about a dozen old/disabled accounts. The "available licenses" count at the top of the user screen did not change, even a couple days later.

Do I have to restart the server to get it to fetch a proper license count?

Yeah, I have stumpled upon the same issue. Rebooting your KC server clears the licence counter.
