Setup a small Kerio NG100 as internet facing device and configure the VPN server for users.
You can also set BW restrictions within Kerio on a per vlan basis or user basis or both.

Are your VPN clients connecting to the server from an internal network?

Eg A:

Client >> KERIO VPN >> INTERNET

or are they remote machines?

Eg B:

Client >> INTERNET >> KERIO VPN

Maybe this will be of help
