KWF can not block an application, only a port.

Blocking applications with a firewall is not possible. The application (like ie) is not running on the firewall but on the client machine. If you use an application to browse the internet from a client it does not tell the firewall which application it is. The firewall can not inspect the client pc to check what application is browsing. If you do not want people to browse internet just disable port 80 (HTTP) and 443 (HTTPS). If you do not want people to access specific sites use HTTP policies to disallow the access to those sites.
