I can see that the internal config and users are saved as simple xml files, and I can add/edit/remove items from them, but the changes don't become effective until the server is restarted.

Is there a way to edit the config including users externally and somehow make the changes effective without a full restart. The only option I have is to packet sniff the communication between the kerio admin app and my server and try to replicate these packets, but this seems rather a long way around the problem.

Any ideas?

Not that I'm aware of. From my understanding, that file is loaded and used when the MailServer process starts, and it is not released until the process is stopped, which is why any manual changes you make do not become effective until you restart the MailServer.
