Is there any way to implement Bayesian filtering on a per-user basis rather than being shared globally?

No, according to my knowledge there is only one central DB which stores the Bayes data and it is not categorized by user.

This might be an advantage as it learns quicker from 1000 users than from one (many of them getting the same spam).

For an additional per-user solution, you would need an Outlook add-on (or whatever your mail client is).
