We currently have our users login to access the internet is there a way to bypass this for local addresses.

You mean that users now have to login first before they can access an internal website?

If so you use the proxy server. Add the addresses of the local webservers in proxy settings exclusions of the browser.

We are using 'Always require users to be authenicated when accessing web pages'. located under authentication options - users and groups.
