2 nics - 1 internet (WAN) 1 localnetwork (LAN)

Here is my setup:

LAN nic - IP:192.168.20.1 / subnet:255.255.255.0 / no gateway no DNS

WAN nic - by ISP

My problems are as followed:
DHCP server cant assign IP to clients. If I assign an IP manually to the client, it has no problem to connect to the ineternet.
I want Winroute to filter all the porn and inapprotiate sites. For now, I can still see those sites from the client. I also want to block chat programs. Just help me block MSN Messenger I will figure out the others.
