Can someone explain to me why the 'Admin' is considered a user with regards to licensing?

Admin is the default created user. You are free to remove him, or add him back later. He has an email address, can belong to groups, etc. like any other user.

Administrative rights can be assigned to any user or users.

We create the 'Admin' user because it is necessary to have a user to connect to via the remote console. You do not need to use him.
