I know what they do and how they do it. Which should be used were and why?

General speaking: sse deny internal and drop external.

How 'stealthy' do you want to be?

Deny will (obviously) deny the connection, but also inform the party trying to setup the connection of this denial. So they 'know' there is something active on the IP address/port.

Drop will just drop the packets. The party trying to establish the connection will never be 'informed' of this and will not know if it is being actively refused or that there is 'nothing there'.
