Use the http and ftp policies.

blocking http files

create an URL group
group: allowed extensions
URL: *.exe
description: executables

group: allowed extensions
URL: *.iso
description: cd images

add other extensions of your choice.

create an usergroup
name: specific files
add users that are allowed to download the files to that group

description: allow specific files
user is: selected user(s) "specific files"
URL matches: URL is in URL group "allowed extensions"
action: allow

description: deny specific files
user is: any
URL matches: URL is in URL group "allowed extensions"
action: deny
denial option: select 1 of the 3 options

The first http policy will allow downloading of files by users in the usergroup [specific files]. Users that do not belong to that group will be denied the download by the second rule. This rule should be below the first rule. If no user is allowed to download the files the first rule can be disabled.

FTP blocking can be done by creating ftp policies
