If Kerio mail server is used as an internal mail server that downloads the emails from another POP3 server (the other server has no spam protection), can the Blacklists (like ORDB or Spamcop) be applied to the downloaded mail from the another server?

No, the Blacklists check the IP address that is connecting to the server via SMTP.
