When a user is out off office and I send a message to his mailbox then i get the out off office message. but when i send him a message for the second,third , ... time than I do not get this anymore.

What can I do about this?

Out of office notification is sent only once in a day for each sender address.

I would not change this as it prevents messages from looping, Exchange has the same feature.

Let's say you have switched your holiday rule on and you get a spam message (which is not detected as spam). If the sender doesn't exist, your holiday message will be sent to a unknown mailbox. You will get an error message back. Your holiday rule will again send a message back and so one.

Why would you want more than one holiday message. If someone sends you three mails, it is enough to tell him once that you are not here.

And suppose the sender had turned on OOO him/herself when (s)he sent the mail... OOO-messages would bounce back and forth unlimited if mail servers would send OOO-replies at each message.
